Should you consider taking legal action against the caller make sure you can provide enough proof for the caller misconduct. Additionally, you may partake in a class action lawsuit against caller to increase chance on a positive outcome. Most importantly in this context is your ability to collect this proof. When you answer the call take note containing time, date, names - even better record the call.
If taking legal action is not on the menu, consider addressing the authorities responsible for consumer protection, network operation etc. Their power to ban telephone numbers from operation is not to be underestimated. Unfortunately, it takes quite some time to activate them. The more people file complaints with the authorities, the sooner they are forced to do something. Of course, the more information you can provide on the number the better.
